That would make perfectly sense. But it would be great if Twilight dressed up before she the traveled:  

 
Celestia could simply explain that that’s just how the culture is. Then they can make so the ponies travels to Equestria, and are differentiated by their clothes:  

 
However, this would mean Sunset Shimmer should also wear clothes when she stole the crown. Then their panties should be seen under the skirt. …so there’s a few things.

I honestly think Princess Twilight would normally care less about someone seeing up her skirt as back home in Equestria upskirt shots are practically the norm, and NO ONE wears underwear there, so she wouldn’t see why it’s considered an issue here in the human world until someone told her, and I guess this here is her having a moment of being fed up with all of humanity’s hang-ups & taboos with clothing, and venting stress by, well, acting like she was still in Equestria, not caring who sees up her skirt, and to hell with the social implications. She doesn’t normally wear clothes anyhow.
