But they didn’t use dark magic. The only ones who can you use dark magic in the film are the Storm King and his henchmen and troops.

I read the junior novel, and it never said much about this part. My guess this is after they restore Celestia, Luna, and Cadance. With their restoration, the rest of Canterlot follows as the Staff of Sacanas, if not the Magic of Friendship, restores Canterlot back to its shining glory before Storm King invaded, thus paving the way for the Friendship Festival to finally start.
