Dash and Soarin had spent days trying to figure out how to get back at Spitfire for tying, wedgying them and then locking them in a locker together. They decided to return the favor except in a more public setting.  
While Spitfire was occupied with some cadets, Dash dived on her and tied her up with some rope while Soarin swooped in and picked her and flew her over to the flagpole, hooking her undies over the top of it and leaving her to hang from her underwear for the whole academy to see. The pair then proceeded to taunt Spitfire as she was stuck up on top of the flagpole as she struggled to keep herself from falling.
