I assumed he planned to use the plunder seeds just to spread more chaos while he was sitting on his throne. The fact that he was unaware of that the elements would actually be a threat to him kind of gives off that vibe, otherwise I doubt he would have laughed at them when they started using them.

About that.. I think i seen this before back Season 5 (The Cutie Map) episode.  
When Starlight introduce the magic staff. Did she says… Meadowbrook? (mind blow)  
She says 9 enchanted not 8 enchanted.. hmmm..
