Seems an innovation of war. No complex spell to learn, no breaking through anti-magic barriers, just fling a flechette through their head and move on.  
Maybe in the non-family-friendly version of the war, the earth ponies and pegasi are primarily tasked with pinning down the enemy so the unicorns can execute them.
