Depending on how it’s scripted, I don’t think it would be out of character for her at all. We saw her tell them off for thinking they were ditching her in A Party of One. Enough concern for her friends’ safety could cause her set them straight, to get them on a path to cheering up again, perhaps.
Although, with all the stuff we’ve seen based on the trailer and books, this might be a wasted effort. xD As I also think, based on their location(beach) and wet manes, this is most likely the scene shortly after they return from the seapony kingdom. According to the look and find book, Twilight’s about to get captured,

if so, it’s kinda out of character for Pinkie to be the one who scold Twilight.
usually this was more Rarity, Applejack, or even Rainbow Dash role (especially Rainbow Dash because she is the element of loyalty)
Pinkie usually just there to end their pep up talk with cheerful talk (or sometimes even out of clue with the situation.)

Reminds me of the nowadays plot-heavy episodes of Steven Universe.
This most likely takes place around the part in the trailer where Twilight says, “I’m the one Tempest wants.” Same grey color scheme and rock look. This is just my guess, but Twilight probably has an idea that the rest don’t like(giving herself up to save the others or some form of that, for example).
