What is the purpose of those chains
They attach to the deck but continue through holes in the rafters; the only practical reason I can think of for that is that they’re either the primary (flexible, for some reason?) attachment points between envelope and gondola, or meant to adjust how far below the envelope the gondola sits.

Maybe the chains are used to tie cargo down and this is just their resting position
