Maybe as a punishment for her misdemeanors they give her a hornectomy so she can never use her magic to showboat again. Of course they didn’t consider the fact they were taking away a fundamental part of personality as it is what allows her to perform her special talent. So without it she can never do the one thing she was meant to do, and considering what we’ve seen of the ponies who’ve been unable perform there talent for short periods…
