Well… the difference in charge between the terminals of the potato battery derives from the difference in chemical reactivities of the two different metals in use. The more active metal (in this instance zinc) becomes oxidized and gives up electrons, which flow to the copper, which is less active.
 
But if the potato were not present, there would be no circuit, no current, and no power.
