it’s an acronym commonly used to express “the/that feeling when <situation>”.
It’s used to bring up the idea that there is a certain feeling another person could relate to.
By that, I was suggesting that this particular image was one of the images which a few people would have downvoted, but now that’s not possible, so there should be a common feeling shared between the people who want to downvote this but cannot.
What @★Dark Star said is the alternate version of this used in reference to rage comics and is not the correct meaning in context.

What, removing the ability to downvote? I admit I was a bit on the fence when I first saw it, but ultimately I let myself be convinced that it was probably for the best.
