Because the _raw thing was discovered far too late and because of that, there were thousands of images that were susceptible of being updated. whenever we allowed _raw images to get merged like any other image would, people would rush to reupload them and get the uploader credit for themselves or to avoid it being taken by somebody else, spam the site with these dupes, numerous users would complain about the spam, and numerous artists complained about their old stuff being spammed. some even filed DNP requests because of that. So the admins thought it was safer to procced that way.
There is a thread to report such images for updating.

“Have to”? Who made this decision? Whoever uploads an image in the best quality is given credit for it. That is how it has always worked.
It wasn’t him; i replaced the file and merged to this because that’s what we have to do with higher-res dupes obtained with the _raw thing.
