As someone who works retail, those types of items are generally only used for things that are a) too big l/bulky for there to be any room for them on the floor level or b) high-theft items that we don’t want people to be able to just take
Unless there’s an organized shoplifting ring targeting party hats and rubber chickens, None of the things in this shelve seem to fall into either of those categories.
