Exactly. And, I think you’d be hard-pressed to find someone who thinks this is somehow more suggestive than a regular picture of Fluttershy.

Take a human with no genitals or nipples. It can be seen as somewhat sexual, but not much. Then add underwear, and now it’s more suggestive.
