I'm not famous.

The reason Dumbbell is voiced by Ashleigh Ball in this scene instead of Brian Drummond is because he was written in the script as “Participant Pony” and credited that way. A layout artist chose Dumbbell’s colt model as the “participant pony”, so that’s how Ashleigh ended up voicing him. If they had written from the beginning for the character in that one line to be Dumbbell, maybe they could have called Brian Drummond in for that one line.
