The implication I got was that Applejack wasn’t shamed that she didn’t get a blue ribbon, but that the Mayor would try to coerce her family into paying the difference between first and second prize out of the Apple family pocket. Which, despite how little characterization she has, I seriously doubt the Mayor would, but the Apple family is apparently poor enought that Applejack won’t risk it.
