"Disposable Underwear" is a euphemism often used for adult diapers.
Pullups are definitely a kind of diaper, though. I mean, the tag is now "pullup (diaper)".
They're usually not as plush and thick as tapey diapers, but there are some that are pretty decent, and fundamentally speaking there's no reason they couldn't be.
But, you know, they're just the kinds of diapers you pull on like underwear instead of taping the sides on. Sometimes called "training pants" since they let a potty training pony practice using the bathroom with undies that slide up and down but also have the accident-catching abilities of a diaper. But since diapers are underpants meant to contain waste and they're meant to contain waste, they're definitely diapers, too.
Sorry I got long-winded. Just fun talking about diapers, right? Hehe. And it's kinda complicated like pullups are both underpants and diapers and have a reputation for being thinner but some are pretty decent.
Actually, thinking about it, I think they're made with lower capacity since they're not as intrinsically secure as something that tapes on like a belt, so if they get heavy from being too soaked or full they could slide down more easily. But some do have little tape tighteners on the side. And if you're wearing pants or especially a onesie over it they'll keep it from sliding down.
