Also, his talent is satisfying the needs of one mare at a time – in this case, Coco’s need to get Plaid to fire the rest of the dancers – so regardless of whether Plaid counts as a mare, her needs are not a concern right now.

No, because he makes only a single mare happy at a time. Thus if he’s making Rarity/Coco happy, then he doesn’t have to worry about making Plaid happy.
That is actually a valid argument. Of course, these are magical pastel ponies in the Pencil-verse, but perhaps that is so.

Well i dont think his talent prevents him from making one less happy (plaid) in an effort to make another happy (rara)
Maybe she still counts as a “filly” instead of a full “mare”~
Mayhaps he can ‘focus’ his talent?
