It’s important to remember that the Enchantress set up the Rose and the enchantment as a test of character…

After the Prince failed the first test, she put him through a new one to see if he could change his ways and find love despite being trapped in the form of a hideous creature.

Celestia set up similar tests for Twilight throughout the series and often watched from afar to see if she could pass them.

Twilight passed all the tests, and eventually ascended to become Princess as a result.

Yeah, having her be the one who sets up the plot as depicted in storybook style, leaving Belle/Twilight to deal with the aftermath. Huh, when i put it like that..
