I just assumed that she cuddled him all she wanted back when he was really young. However as he grew up he started wanting to be treated like he was older so she gave him his space. But she still cuddles him whenever he wants it.

I know it’s wrong of me, but I get really jealous when Twilight treats foals differently than she treats Spike. Pen Stroke did better than most with this (later on in the story Twilight tells Spike that getting his egg was one of the greatest moments of her life)but when Twilight suddenly adopts a child and gets all cuddly and motherly I get all “WTF! You already had a kid! Why no cuddles and love for Spike?!”
