Like @WinterCutieMark said, Whateverbender claimed it had the personality of Rarity, which would mean that it isn’t Cuddlhu, because she has a different personality.
Unless of course, Cuddlhu changes personalities based on the pony suit it wears and the Cuddlhu we know only acts like that in her original suit….
True that. I found the panel where he gets Cuddlhu(The original tentacles in a pony suit) images tossed at him very amusing.

Well Whateverbender(Man, that’s a lot of nsfw stuff. Those are some beautiful animations though.) claimed it was a tentacle monster in “suit and personality” of Rarity. So I would say it’s a different one. Though I guess Whateverbender(Just found this artist so I’m not sure what else to say about him) would be the one with the final word on this.
