I would suggest using Waifu2x, it is a neural network trained on anime art, and it is able to upscale art to amazing sizes. You can try it online here: http://waifu2x.udp.jp/
I already used it for tons of pony art that was in not decent enough quality!

DeviantArt says the highest resolution is 1754x1240, so you might be out of luck. But since it’s 1240 pixels tall, you could crop it first to 1080, then resize the rest. It’s only 200 pixels short.
