Chromatic aberration is the “edge glow”, and this image has blurring on top of that as well.
Thanks. They mentioned it in one of my physics classes and it’s got such a cool name it’s stuck with me, especially since around the time I was studying it I first discovered the tag here on db :p
it was a very present effect in the early days of hobby photography and some people used it for artistic purposes just like b/w photos or high-contrast etc.

blurring of the colors, specifically. It happens naturally in some pictures because of lens quality and stuff - different wavelengths of light (thus, colors) have a different index of refraction, thus travel through the lens at different angles, making it so after they pass through the lens, they’re slightly offset from each other.
Then some people decided it looked cool or something :q

Despite controllers not really being designed for pony hooves, most of the ones I see in fanart have dexterous enough hooves, wings, or unicorn magic that they manage just fine. I don’t overthink it much :D
