The other half of the joke is that while Gowasu/Celestia have far more authority than their juniors, Twilight and Zamasu are shown to be far more powerful on screen.

But maybe Kibito would be a better option, because he is good. Zamasu is more comparable to the old versions of Sunset Shimmer and Starlight Glimmer.
Kais and alicorns are the respective Gods in their Universes, and Twilight, Cadance and Zamasu are still juniors to Celestia, Luna and Gowasu who are the top Gods.
