Without an army, and no kingdom, that means she has nothing to lose, and could still prove to be a threat however.
I kinda disagree about her being the only one deserving reforming. While I don't like reforming every villain, some people do deserve second chances.
I think Tiara deserved her redemption, (some prior episodes hinted she wasn't all bad, like when she complimented Pinkie, showed her Dad respect, and tried to help the CMC become "popular," and in the end she's just a li'l kid) but she was never really a villain in the first place. (More like an "annoyance," or "obstacle" for the CMC.)
Also, fans don't seem to mind Sunset reforming either, but her backstory has really gone to waste, as she never made peace with her former teacher Celestia yet.
