It was a joke on the controversy regarding if the pawn should be allowed to move two steps as their first (to speed up the game).
The “modern” rules is two steps, and the “traditional” rules is one step.
That is obeying the traditional rules, moving the pawn two steps in the first move is legal. Not obeying the rules would be more like moving pawns sideways :P
