I've always thought of "[Relentless Rats":](http://gatherer.wizards.com/Pages/Card/Details.aspx?multiverseid=205082) and "[Shadowborn Apostle":](http://gatherer.wizards.com/Pages/Card/Details.aspx?multiverseid=370746) as "basic creatures." That said, those should be considered the baseline for such things, not a 3/3 flier for three that can get even better. Really, putting that ability on any rare would be downright insulting for those of us who don't buy individual cards.
