That isn’t true at all. Even if you pay for the art, the artist still holds the rights over it. It’s not your art.
The artist that was commissioned retains the copyright to an artwork, and resolution size does matter.

You’re DNP/artist upload only so there should be no images on the site that match that description. Report the image that you’re talking about (or, an example image, if there’s a set) and I’ll delete it.
