Why not both? Sunset was massively ambivalent about many other things (which was a very good thing in the end), so I could easily see her being torn between wanting to take a horrible revenge on Flash and just wanting him back at any cost. (Or, more generally, just not wanting to hurt him. She was trying to repress her awareness that she was in the wrong, but she knew it all the same, and so she knew that Flash had done the right thing – even if she’d never admit it to herself.)
 
I’m really hopeful for these two in the future. When it comes to Flash, Sunset vocally disavows any interest in him, but her body language says something else. I think she’s still protecting him in a way, and not quite prepared to be that vulnerable yet – but this is changing.
