That doesn’t really mean anything, there’s no set age at which a pony earns their cutie mark. There are early and late bloomers.
Cutie Marks aren’t earned at a certain age, just a general age bracket. Applejack and Rainbow Dash are probably the same age, yet Applejack got her cutie mark last and Rainbow got hers first.
She’s slightly older than Rarity, as she already has her cutie mark during this flashback.
She’d be the same age as Rarity (and a similar age to the rest of the Mane Six, as Cheerilee was a filly when the rest of them were fillies, too)

seriously, though, cheerilee is probably one of the most underrated characters in the whole show and seeing her play an actual part was the highlight of the episode for me. as is the case with many irl teachers, poor cheerie has a harder time dealing with the adults than with the kids!
