An entire episode about Scootaloo becoming obsessed with her inability to fly and learning not to be while the possibility that she will never, ever be able to is mentioned… there’s a way to get canon-er than that?
Those are fanon, and might as well be canon, but there’s quite a gap between “might as well be canon” and “confirmed canon”.
I’ve interspersed some story bits and blurbs in the comments of most of the pics of her.
a foreleg “wheelchair would probably work similarly, but would probably be easier for the user to get in and out of. They could just lay down in a sort of cradle that would hold their weight.
Also, what would a cart for disabled/missing front legs look like?

well there was the make a wish wheelie pony in rainbow falls, and in Leap of faith one background pony (the oft seen amputated in fan material, Jinx) is using a sitting style cart

Well, she definitely needs assistance with a lot of things, especially getting into the wheelchair. I haven’t actively drawn one tho. this picture was originally designed with nurse redheart assisting but the picture ended up a bit messy.
Does she have any helpers or anhting?

She’s somewhat of a celebrity of sorts, being one of few ponies to survive such injuries.

There does in fact exist a piece of hand drawn fanart of her sitting in a cloud, blowing on a sail.

Okay that’s sad and also she is a Pegasus which mean she can use the cloud as her wheelchair.
