Fuckin’ A well told. What he considered to be friendly (getting too close for Dash’s comfort and the unwanted touching; shit, if somebody tried to close my mouth if it was hanging open, I’d have decked them without a seconds hesitation!), pretty much borders on sexual harassment. And the fact that his parent’s also believed that Dashie was into him?! It’s was probably good that Fluttershy showed up when she did, or we certainly would’ve heard her say some very choice words about their son.

I dunno, I’m fairly certain that when you’re actually grabbing someone’s rear/chest/what-have-you, it’s gone past flirting~  
Though it depends a bit on the persons/situation.  
Just feeling someone up randomly out of no-where and you barely know eachother/it’s a non-romantic situation. Would likely fall under harassment.  
If you had both already set up a rapport/knew eachother enough to know each was cool with that kind of flirting. Or you were in some form of situation where that was understood to be something that would take place. Then it’s different~

I told one guy in particular back in 9th Grade I wasn’t into boys and he thought I was just playing hard to get and he groped my butt, trying to get close for a kiss.
 
I punched him in the face, guess I didn’t know my own strength because he began to cry, I broke his nose and the parents were furious and of course I had go visit the family at the ER and explain everything. I got suspended for fighting. He got suspended for sexual assult.

But looking at different side, Rainbow this season has a improvement on her “Girly being” (Rainbow’s Mane5 personality, Spa treatments, etc), even this moment, she is more “stereotype” femenine than Applejack, Twilight and Pinkie Pie.
