Equestria Girls doesn’t imply they’re teenagers. Twilight Prime actually notes that she’s gone back to high school, meaning she’s older than that – which was obvious what since she’s already graduated from Unicorn College.
 
I’m pretty sure that most of the main characters are an ambiguous early-20’s age, while Shining Armor and co. are closer to 30. I don’t see why bronies need an exact number.
 
And if Fluttershy’s brother is even a month older than her that’s grounds for her to call him BABY BROTHER if only because he’s clearly been coddled his entire life and that’s why he’s never amounted to anything.

She’s probably known him since he was in dippers. Getting hit on by her best friend’s baby brother is inherently creepy.

Also remember that Dash was with Fluttershy to have a nice meal with their parents, none of them KNEW Zephyr was going to be there. So in some ways RD probably hates him more for ruining their nice date/evening.
