I say that because the game already has a minion with a similar effect.


 
Baron Geddon: 7 mana, 7/5 At the end of your turn, deal 2 damage to ALL other characters.


 
So compared:
 
* Your card deal 1 damage per turn instead of 2 every two turns (Yours)
 
* Your card cannot damage the enemy hero.
 
* Your card damages itself, Geddon does not.
 
* Your card has 3 more health, but it has lower damage to compensate and it damages itself, so really that's neither a pro or a con.
 
* Your card is a class card, which generally have slightly higher budget than a Neutral card.


 
I could see it happening at either 0 or 1 overload.
