No. That would mean she didn’t care, and she’d mostly ignore Diamond Tiara rather than be an overbearing tyrant hell-bent on making sure her daughter winds up as heartless as she is.

Also, I imagine that living in a society that still has a noble class adds a certain level of importance to having an heir, especially if you’re trying to move up in the world or have an elevated opinion of yourself.

This is probably what Spoiled Rich actually thinks; as concerned and as hyper-focused as she is about her “status” and her “appearance”, I’m thinking the only reason she had Diamond Tiara is because mares married to rich stallions who didn’t eventually have children would be seen as odd or strange.
 
That, and so she can have a “mini-me” to live vicariously through when she gets old.
