There’s also a large heart made out of fire over Canterlot that is identical to the one presented in the HWE origin story, and the Frozen North is seen in non-story context too.
And with all other villains and creatures that definitely exist in Equestria, this particular arbitrary skepticism would be a bit too arbitrary.
But we’ve only ever seen them in a story context, just like this one.
It’s not possible to tell whether it was fictional or not. Windigoes are a thing in Equestria, and Hearth’s Warming Eve is serving as effective protection for them. There could exist real Snowfall Frost who tried to end it in the distant past, or it could be a cautionary tale to explain what’d happen if someone actually tried.
I don’t think this happened when she was around.
While the other characters were clearly just mane 6 personafied, if the story was real that could’ve actually been Luna.
