By default, it’s probably not. You might need to do a bit of scripting to get it working. I personally don’t use Max, so I can’t help you there. My only experience with Autodesk was with Maya, and that required some knowledge of MEL scripting to get a rig working correctly. When I say bone, I should probably say you hook the flat eyes to a rig of some sort that acts as an actuator.
 
Though I’d love to see this model complete. I’ve been trying to figure out a pony modeling stle for my own project and I just love this look.

Most people probably have not figured out how to do a stylized Eye.
 
In most programs, you can actually hook the UV texture coordinates up to a bone, which can then be controlled by the rig. This means that you can just have a few polygons in the general shape of a cartoon eye operate correctly without needing the stupid thing to be completely spherical.

Well, as far as slowly rotating, disembodied horse heads go, this is definitely one of the better ones I’ve seen. So, yeah… good job. Looking forward to seeing what you do with the rest.
