Very true~ I’ve definitely had to deal with that steep and very sharp edge that XCOM gives. For me, that’s the charm of the game is its difficulty.

If needed you will operate with harpoon rifle and a baton death toll would be higher though. Because it’s X-COM.  
Cooperation of best savescum strategic mind, best panicking from single gunshot and inaccurate as tartarus soldiers, ace pilots, most brilliant scientific minds and most talanted engineers.  
Technical and numerical advantage of the enemy is kinda premise of the series.

This is true, it’s also about the sniper’s aim and the chosen abilities, however, you cannot deny that equipment makes an overwhelming difference. It doesn’t matter how effective your squad-sight, double-tap, damn good ground sniper is if all he has is his crappy default sniper in mid game. He may hit, but he won’t be as hard hitting as he could be. Plus, without that extra armor, if your sniper is caught out of position or charged by a balsie alien, he could very well be fucked; and there is nothing more painful than losing a major/colonel level sniper (with the obvious exception of losing an entire squad).
 
You’re right that equipment isn’t everything, but if a sniper doesn’t have good equipment, their effectiveness is at the very least halved.

Give your power armour to dog, give your plasma rifle to fish. Technology is not everything.

Equipment allows to dictate the height, and often flank, advantage, which typically makes the sniper. As opposed to short-range “scouts” (actual scouts with Long War).

And, incidentally, the best sniper is a squad-sight sniper with Archangel armor and, of course, a plasma sniper. Death from above!
