Some old styles of chimneys used a top made in the fashion of a sideways pipe to prevent rain from falling down the flue. However, this style hasn’t been used in quite a while.

I’m gonna assume that’s a chimney which I admit is an assumption but at least an assumption made on general evidence.
 
In which case who the heck lives in that house and why do they have a mutant chimney?
