Equestria is female dominated anyway
While the MLP toy line has generally been aimed squarely at girls aged 6-10 or so, the show for Friendship is Magic appeals roughly equally to both genders, both children and adults.
Now originally, the characters were largely female so that their toys were easier to sell to girls. I don’t think it’s very likely Ember will get a toy, but her gender follows the pre-existing pattern of predominantly female benevolent leaders and makes her story with Spike flow more easily – Spike can more freely show affection to a female character as his relationship to almost everyone else in the show is little brother / big sister. Males have more awkward boundaries that would get in the way (even with Shining Armor’s crybaby tendencies.)
That it turned out to be a girl dragon is just catering to the show demographics. This is a girl’s show, after all, so the strong leading characters all tend to be female.

A female counterpart to Spike, of sorts. The show creators did seem to enjoy Dim Sum when that was going around, and that’d be right about the time S6 was in planning stages. “Hey, everyone seems to like the idea of Spike having a dragoness friend, let’s do that” sort of thing.

By that logic Ember is inspired by Spike, as the OC is very much like Spike and there is less the same between the OC and Ember then Spike and the OC.
