I don’t think a Doctor Whooves spinoff needs to be Doctor Who-y.
 
Just call him Time Turner and give him 10th Doctor personality but no TARDIS or sonic screwdriver or regenerations or Gallifrey or anything of the sorts.
 
Make him an inventor and clockmaker who works for the Ponyville Mayor, but then became self-employed and set up shop in some steampunk looking home in a town which is not Ponyville.
 
Time Turner meets a few other ponies that like various styles of whatever-punk aestethics, all with different kinds of personality but they still get along and those other ponies move in with him. (They’re more a mane 6 than companions)
 
These ponies help Time Turner invent stuff, but also help him investigate stuff that happens around town.

And Minuette stars in dentistry infomercials.

I like Derpy/Ditzy’s response best and Daring Do best for the idea of an actual mane character, the others seem more support cast than anything, or perhaps Daring as the leader. If not for already having a show I’d say Doctor Whooves but yeah, definitely Daring Do here because of that.

How about just one BIG spinoff series? Ooh! And it could have Gilda and Trixie as Team-Rocket-style recurring villains!
