This actually makes sense. Since the playground was damaged by both Discord and Tirek; adding a physical protection may save some ponies lives (or at least dampen the ammount of damage on the actual things on the playground.  
Also, the schoolboard is supposed to pay for this things [so this is actually a reverse of Donald Trump, using the same basic ideas as they should].
