Because of biology, mainly. Unicorns, Pegasi, and Earth Ponies each have racial-based abilities that the other pony races lack, and they’ve forged a culture that acknowledges this. By contrast, humans have developed an ethic that states all humans are equal despite their appearance. Our “races” are mainly social conventions, not biological facts like the races of Pony.
 
So, “racial discrimination” isn’t the same thing among ponies as it is among humans–there’s not nearly as much of a social stigma about it.

I suspect ponies are a lot more laid back about some things that humans would regard as racist. Unlike humans who are all considered “created equal”, Unicorns, Pegasi and Earth Ponies are acknowledged as having different talents and playing different roles in Equestrian society. So, a “Unicorns Only” or “Pegasi Only” or “Earth Ponies Only” sign would not arouse much ire–each race of Pony is entitled to its own unique quirks.

On the subject of Sales that you couldn’t get to: Considering you wouldn’t be able to get the the store anyways with or without a sale, I don’t see why them having a sale you couldn’t get to would affect you that much.
 
Since an Earth Pony wouldn’t normally be able to buy snowcones from that one shop in Cloudsdale, that one shot having a sale that centers around their usual [and pretty much only] breed of pony doesn’t seem like it would be that bothersome for other ponies. It would simply be a novelty of a sale. With Unicorns and Earth ponies not feeling left out, since they wouldn’t shop there in the first place.
 
Trying to compare it to something from our world: I’m thinking it could be like a pet shop having a sale on special items for bird owners. I wouldn’t think non-bird owners would be bothered by the sale, considering they wouldn’t be buying those items in the first place.

Those are some arguably racist terms. XD And wouldn’t Alicorns be able to cash in on all three days, and pegasi and unicorns on two of them, but earth ponies get to participate in only one of them? Honestly, in this situation Earth Ponies are just on the shorter end of the stick.
 
But, for a moment, let’s look at Cloudsdale. Could they even legally have sales that didn’t pertain to pegasi and alicorns specifically? If you don’t have the magic to walk on clouds, having a deal you can’t get to is just screwed up.

I agree, this is very niche because it pretty much only pertains to unicorns and alicorns, both of which are the minorities in Equestria.
 
However, it’s also true that there are more unicorns in Canterlot than any other settlement or city that they’ve settled. I could very well see Doughnut Joe having this sale because it would generate a lot of sales. (I imagine Property Tax in Canterlot is pretty high.) It’s appealing to a very particular group of ponies, but the location justifies it’s usage.
