My headcanon mixing real life and cartoons: Equestrian society approves to single stallions or mares to romance and have issue - incest is, of course, excluded - with all the ponies they want as long as they stay single and care for their offspring.  
This view is reversed when ponies are married. Infidelity can punished with large bit sums or even jail, as marrying is considered the proof of true love. Of course, arranged weddings are forbidden subject to punishment, too, because of this creed.  
If a pony that already has been a parent with one of more of its kind finds true love, he’s subject to both laws.
 
And I need to find a job.
