You’d have a really hard time arguing it’s in F Phrygian since the harmonic progression would have to imply an f minor scale much more, and there would need to be plenty of E naturals throughout.
On topic, it’s really just a lot more convenient to write music in Db rather than C#, less double flats or sharps if using secondary functions or modulations. And it’s much more readable to a performer.
