First of all let me preface this by saying that I hope you realize that post was done (mostly) jokingly (I’d hope the Futurerama reference at the would make that obvious)
 
Anyway now that I’ve thought about that but about “cosmic dreadnought” might have been Autobot propaganda
 
Let’s breakdown the timeline
 
750 million years ago: A faction of Protectobots called Autobots comes to prominence, advocating the expansion of autonomous Cybertronian territory. The Age of Expansion began.
 
300 million years ago: The Age of Expansion ends after several border skirmishes with the Quintessons. The Destrons feel that they shouldered a disproportionate share of the burden of defending the Autobots Commonwealth while not reaping the equal benefits.
 
70 million years ago: A faction within the Destrons, the Decepticons, advocates that the Allspark be used turn Cybertron itself into a massive robot capable of defending itself.
 
14 million years ago: Megatron defeats the Decepticon leader Megazarak and sends him into exile. He proceeds to rally many warriors to his cause with his inflammatory rhetoric. (Could he perhaps have told them to “rise up”)
 
12 million years ago: Ultra Prime is sworn in as Magnus following increased tension between Megatron’s growing supporters and the Autobots. His first act is to pass the Decepticon Registration Act.
 
10 to 2 million years ago: The Great War between the bots and cons is fought. It ends with the Allspark lost and the con accepting exile in exchange for amnesty.
 
I see no mention of a “cosmic dreadnought” or galactic conquest (sure there’s a post-it on the timeline that says “doublecheck that all the info incarcerated seekers provided is accurate” but I don’t see how that’s relevant)
 
Meanwhile the Allspark Almanac’s entry on Cybertron by Ultra Magnus has him say “Millions of years ago, Megatron started the Great War with the expressed goal of using the Allspark to turn Cybertron into an interstellar juggernaut. It was the sacred duty of us Autobot to thwart his mad ambition, lest the innocent races of the cosmos suffer.”
 
Is that true UM? Or is that just what he tells himself to comfort himself for his on war crimes? Like commissioning the creation of giant WMD with the mentality of children so they don’t have to think about the damage they do

Also in Animated it’s not that the cons where oppressed, the only ones still around where basicly war criminals, and Megaton coned “rise up” to mock “roll out”.

No he didn’t, it was on the Shockwave, eons older then when Shockwave said it, and he was using it with another meaning then what the Autobots used it for.  
It’s always an old saying for the Cybertronians that the Autobots took up, in every continuity it’s older then both factions.

I know it’s a counter part for “roll out” but “rise up” sounds like a rallying for the oppressed masses which the animated cons are of course
 
Also you bring up “til all as one” as an Autobot thing but it’s funny to remember that it was Shockwave who coined it in Dreamwave continuity

No, it’s the Cons version of “roll out” ,meaning “move out”  
A rallying cry is to bring them together for a battle, you don’t use the same line to send them off as it sends mixed messages.  
You don;t rally support by telling people “go out and do your part”, they well just be “wait, do what?”

You can see “Rise up” as in “take to the air” which works because flight is usual the con’s advantage
 
It can also be seen as “rise up and conquer rise up and take what is ours” which seem fairly rally cry-ish to me
 
But if you want an actual rally cry that’s called as such “you are being deceived” was what the cons used pre-war in IDW
