That’s her pony.
Same thing that is allowing human children to swim and hang on bars, but requires them to relearn both and oftentimes have to recover the strength to do the latter in adolescence.
Combined instincts (Scoots doesn’t know how to fly properly yet) and dropping strength to weight ratio because Scoots is growing, and thus getting heavier, but her muscles (and whatever corresponds to “magic power”) don’t grow to match.
Who’s knows? Could be a disability, could be a late bloomer, could be that Scootaloo’s just naturally inept at flying.
Which, bringing it back around to the real, implied point, makes you have to really wonder what exactly is stopping Scootaloo from being able to achieve flight?
Close. Baby ponies (well they only tell us about what happens to pegasi and unicorns foals) get great (and random) bursts of magical power (unicorns) and wing power (pegasi).
This doesn’t just mean normal spells and the ability to fly, the second half of Baby Cakes showed Pumpkin using a phase through spell and Pound being able to life Pinkie off the ground.
Now we don’t see Pumpkin preforming spells anymore and Pound Cake only flying low to the ground.
I don’t actually know the details because I only ever saw the second half of the episode, but from what I understand the reason why Pound and Pumpkin were able to be flying around and doing crazy magic as little babies were because baby ponies have magical surges. But Pumpkin’s never stopped flying despite the acknowledged progression of time.

He’s been flying for a while. But at this point, its starting to stretch the credibility of the whole “no, baby ponies just have an exceptional amount of magic” thing considering they’ve moved on from diapers.
