Not a fic, unfortunately. Not a devoted fic, at least.  
You can scrape info off of imagery on my FA ( http://www.furaffinity.net/user/marity/ ) and the mind behind Second Strike also has an f-list profile if you want it. The good news is, if you stay tuned, I do plan on elaborating on this ‘verse heavily - there’s a lot of things on my mind that I need to get down on paper.

Her name is Second Strike - she’s the royal chef for the U.C.E.  
The six arms are a result of an experiment she volunteered for at the hands of Twilight for Crystal R&D - it’s a common joke that ‘she asked for some more hands in the kitchen, and this is not what she meant!’  
She may look abnormally massive, and while her bloodline is traced to a roaming warrior tribe, there are quite a few exceptionally large ponies given the events of the fountain.  
As of late, she’s been serving as Celestia’s primary ‘vent’, if you will - the state of the UCE has meant that she can’t really trust Luna fully, Cadance is actively encouraging her to sup of the fountain, and Twilight is too busy with R&D, and things have been a bit awkward between them anyway. Strike is the only one who’s really been fully understanding.
