Any effect that doesn’t specify multiple targets is automatically a single-target effect. At the risk of parroting what Daring Do said, you really don’t need to say “single” here.
 
This also makes Dash here a weird player, since she’d need to protect herself early on to prevent herself from dying to aggro before unleashing something crazy like a Core Hound with Charge onto the board, or Dr. Boom, or any other big minion for all that goes. There’d have to be something to hold Dash back, because this is otherwise too powerful given how easy it is to reproduce onto multiple minions and how much offensive power there is.

it makes Dashie more inclined to the aggro type, sure it’s a bit useless in the early game but after in may be useful to rush.

Which is ironic.

Well its a hero power that’s useless until you have upwards of 3 or 4 mana crystals. That makes it put the hero at a disadvantage early on, which makes RD as a hero more vulnerable early game.
