But there is always a choice to either have a child or not have a child.
 
And it took them probably in the pony world (or just our world) 3 years for Cadance and Shining Armor to finally decide to have a foal.

I bet you they made this episode about Shining and Cadence announcing that they are having a baby just because people where begging the writers to make them have a baby.
