Sorry but that may not be the case, f the disguise thing is anything like an advanced from of a chameleons camouflage then that’s not so, it have nothing to do with speech capabilities.
Well, they were in the middle of an invasion at the time, not the best occasion for small talk. The parroting bit was to psych them out in my opinion. It just seems logical that they’d posses the ability to speak on an intelligent level given other talents of disguise.
Actually we hear them talk once when the ones under Twilight’s form are echoing her line of “They’re changelings, remember?”
Still it remains unclear whether they can only parrot their target’s words and are unable to talk by themselves (the fact that no other line is spoken by any of them seems to point towards this conclusion) or if they only did it to unsettle Twilight and can actually speak on their own accord (which would be logical insofar as, in a short to middle term perspective - depending how much time a changeling needs to efficiently scavenge love by embodying somepony’s romantic interest ~~, a convincing impostor should be able to imitate its model’s speech faithfully enough to remain unnoticed ~~ but then again we know nothing of the usual changeling’s modus operandi and can only make assumptions).
However it’s clear that, save for Chrysalis, no changeling did any talk while undisguised - the best we hear from them is snarling and hissing which suggest that they are indeed unable to talk like ponies do.
Also, my headcanon for changelings is that they feed on all kinds of emotions, but the negative ones are less filling and cause adverse reactions, so they needed a ton of love to counter it, and fast.
Its just so utterly alien to them. The Queen herself can only imitate it fairly well but still suspiciously bitchy

Or, changelings “feed” on love in the sense that they draw magical power from it.
